You might ask “Why would a suicide bomber have second thoughts.” I believe that if this was a VBIED, the driver may have an intended the target to be the bulldozer. When the driver noticed the tank, they may have decided that they weren’t going to make it, so they turned around.
Remember, a VBIED is a weapons platform that can only be used once, and has a dollar value. So the driver may have decided that he didn’t want to waste his chance at a target.
