Are Americans Paying to Write on Russian Shells?
It's possible but not likely
Based on the evidence, I don't think Americans are paying to write on shells. I also don't believe that this is a Russian PSYOP since these actions't won't move the needle on the undecided. Based on the amount of Anime characters on the shells, It is possible that most of these shell designs are commissioned by internet edgelords.
